Is this care or is it a crime?

I have just had my mum on the phone. Amongst other things, she is furious about something at work, and I agree with her. She works as a care assistant in a residential home, and has always worked hard to make sure the elderly clients were well looked after. It was never an issue that if one of the residents wanted a cup of tea or some toast, that the care workers could just go to the kitchen and get it.
That was until the new legislations came into place, because the rule states that only the kitchen hands are allowed to make food in the kitchen. Okay not a problem here... except that the kitchen hands dont work on a Sunday. And the only thing to eat on a sunday is fruit. Now there has always been toast available if one of the residents wanted it, but my mum was told off and shoo'ed out of the kitchen for daring to want to make some toast for a resident who fancied some toast, and they had to go with onl fruit.
If I was there I would be screwing the rules and making the residents whatever they wanted. For crying out loud, they are still human beings, and these carers want to help- but it gets ridiculous when rules state you cant make toast becuase your title isnt 'Kitchen Hand'
